IMPLEMENTASI PROGRAM INDUSTRI HIJAU DALAM RANGKA KEBIJAKAN PENURUNAN EMISI GAS RUMAH KACA

Industri hijau disamping dapat menunjang pengembangan Industri juga bisa dijadikan sebagai salah satu upaya pemenuhan komitmen penurunan gas Rumah Kaca. Permasalahan yang dikaji bagaimana pelaksanaan program industri hijau sebagai upaya pemenuhan komitmen penurunan gas rumah kaca dan Faktor-faktor apakah yang menjadi penghambat pelaksanaan program industri hijau. Metode pendekatan yang digunakan Yuridis empiris dengan spesifikasi deskriptif analitis, dengan primer dan sekunder serta analisisnya analisis kualitaif. Kesimpulan bahwa program industri hijau telah dilaksanakan sejak tahun 2010 tetapi belum signifact menurunkan konsentrasi gas rumah kaca, karena terdapat berbagai faktor penghambat antara lain: substansi hukumnya masih bersifat sukarela, belum ada sanksinya, masih banyak terjadi pembiaran pada industri yang belum menerapkan program industri hijau, terbatasnya industri permesinan nasional untuk mendukung pengembangan industri hijau, masih dominannya profit oriented di kalangan produsen dan konsumen belum banyak yang sadar lingkungan (green consument). Rekomendasi antara perlu mengubah menjadi mandatori, pemberian insentif, peningkatan kepedulian lingkungan baik pada produsen maupun konsumen.

ABSTRACT
Green industry can support industrial development as well as being one of the efforts to fulfill the commitment to reduce greenhouse gases. The problems studied are how the implementation of the green industry program is an effort to fulfill the commitment to reduce greenhouse gases and what factors are the obstacles to the implementation of the green industry program. The approach method used is empirical Juridical with analytical descriptive specifications, with primary and secondary analysis and qualitative analysis.The conclusion that the green industry program has been implemented since 2010 but has not significantly reduced the concentration of greenhouse gases, because there are various inhibiting factors, among others: the legal substance is still voluntary, there are no sanctions, there is still a lot of omission in industries that have not implemented the green industry program, limited national machinery industry to support the development of the green industry, there is still a dominant profit oriented among producers and consumers, not many are environmentally conscious (green consument).Recommendations between the need to change into mandatory, providing incentives, increasing environmental awareness for both producers and consumers.
