ABSTRAK
Hingga 2028, dari 12.107 MW rencana pembangunan energi terbarukan, 9.552 MW diorientasikan bertumpu pada sumber daya air. Sayangnya, berkaca pada perencanaan pembangunan PLTA saat ini, pengkajian dampak yang dilakukan seringkali tidak mempertimbangkan dampak sosial dan lingkungan secara menyeluruh dari daerah hulu hingga hilir sungai. Alih-alih mencapai kemandirian energi, pengembangan PLTA justru dikhawatirkan akan menjadi ancaman bagi ketahanan air dan pangan. Tulisan ini menggunakan metode penelitian yuridis normatif dan menemukan bahwa konsep Integrated Water Resources Management penting untuk diterapkan dan diintegrasikan dalam peraturan hukum skala nasional hingga daerah melalui penerapan instrumen KLHS di beberapa DAS prioritas yang akan dibangun PLTA, menyusun rencana aksi turunan spesifik menyesuaikan kebutuhan prioritas sub-DAS, serta mewujudkan keterbukaan dan transparansi data, serta partisipasi publik yang masif guna mewujudkan pembangunan PLTA yang berkelanjutan.

ABSTRACT
Until 2028, 9.552 MW out of 12.107 MW renewable energy development plans will be oriented towards water resources. Unfortunately, reflecting on the hydropower development plan, the impact assessment carried out did not consider social and environmental impacts as a whole from the upstream to the downstream areas of the river. Instead of achieving energy independence, it is feared that hydropower development will become a threat to water and food security. This paper uses normative juridical research methods and finds that the concept of Integrated Water Resources Management is important to be implemented and integrated in national to regional scale of regulations through the application of Strategic Environmental Assessment Instruments in several priority watersheds to be built for hydropower, planning concrete derivative action plans adjusting the priority needs of the sub-watershed, realizing openness and transparency of data, as well as massive public participation in order to realize sustainable hydropower development.
